I am a full professor at the City University of Hong Kong. My research lies at the intersection of innovation and strategy in the public and social sectors where I study how citizens respond to automation (including AI agents) as deployed by governments. I call these New Public Algorithms, Governance by Codes, and also Computational Policy. I use computational social science, experimental designs, and innovative qualitative methods. I’m also applying textual data to make reproducible inference. Ocassionally, I do conceptual work for breaking new ground.

I have published in reputable journals in public administration and policy, including Public Administration Review, Public Management Review, Public Administration, Policy Studies Journal , and also in management and organizations such as  Journal of Management Studies, Academy of Management Review, Journal of Business Venturing, Journal of International Business Studies. 

I am an Associate Editor for Public Management Review, Executive Editor for Technology Forecasting and Social Change, Area Editor for Data & Policy (Cambridge), and Associate Editor for Journal of Public Affairs. I also serve as Associate Editor for Journal of Business Venturing Insights, and sit on the editorial board of Public Administration and Development and Academy of Management Perspectives.

I work with R/RStudio, Python, VSCode, LaTeX, Quarto, Markdown, GitHub, Netlify, and I’m always looking for new tools to make my research better.
